Here is a proposed change to the 2004 draft rules.
Since we currently have an odd number of rounds in the draft, I would like the draft format switched to the following order.
1.) Expansion draft (will stay the same).
2.)Order of finish- round 6 will be for the order of finish. Worst team will get first pick, and the champion will get the last pick.
This pick may be traded but only for a player to be protected. Teams may also included switching of draft picks with their trade.
The team moving down in the draft order must get more protected players than the team moving up.
3.) Supplemental draft (will stay the same).
4.) Regular draft will stay the same with the only change being this draft will now start with round 7.
The vote on the rule was 11-1 in favor of the change.
Draft - Any team unable to attend the day of the draft, will not draft the first 2(two) rounds, and then their team will be filled
by picking the best player available that is in a starting position that still needs to be filled.The order after the first 4 players on that team have been selected, will be 1-C, 1-1B, 1-2B, 1-SS, 1-3B, 3-OF, 4- SP, 1-RP to fill out the starting lineup. The same order will then be used to fill one extra player at each position (except RP) to fill out the rest of the team. The best player picked will be based on the book that the Commissioner is using.

Draft - Will consist of players from both leagues. There will be 4 separate drafts in the order of expansion, order of finish, supplemental, and regular. Only one pick per team, per round.
Expansion draft will consist of 5 rounds and order will be decided by drawing of cards.
Order of Finish will consist of 1 round, and will be determined by order of finish.
Supplemental will consist of up to 5 rounds and will be determined by order of finish.
Regular draft will consist of 14 rounds. Each round will have a time limit of 1 1/2 minutes per pick. The order of the draft will be determined by drawing of cards based on order of finish.
Divisions- 2 divisions of 6 teams. Team number will be the same as order of draft position in the sixth round.
American Division = Teams # 1-6
National Division = Teams # 7-12
Games
- One game runs from Monday to Sunday. No games all-star week. No games played the last week of the MLB season.Tiebreakers -
For games the next highest noncounting player will be used from both teams (these pts. will not count for the standings).
For standings will be points, then head to head, division record , and then coin flip.
Pickups
- Team with worst record gets first choice. Pickup day is Monday. The first pickup day is Monday after the first game. The commissioner must be notified by Sunday for any player(s) playing before 7:00 pm on Monday. Each team has 12 pickups for the regular season. All playoff teams get one pickup. No trades for position of pickups will be allowed. Pickups by position until 6:45 pm. From 6:46-7:00pm will be first come first serve. Dropped players will not be available until the following week. Players dropped on or after week 18 may not be picked up.Trades
- Trade deadline will be the Sunday of week 17.Inactive List
- 5 players max per team is allowed. All players being moved to or from the inactive list must be done by the pickup deadline.Protected Players
- Each team is allowed to protect 5 players for the next season. A maximum of 2 starting pitchers is allowed. Teams may only protect 1 player at each starting position.Scoring
- Best player at each position for that week. Player qualifies for positions played during that week. If a player plays only DH, then he can only count at DH. Best noncounting remaining position player will count as DH. 4 starting pitchers will count, using only their best start of the week. Any questions in scoring must be filed by Sunday of the following week.Points
